Ninanna, the Revolutionary
The Queen of Heaven brings civilization to those who were never civilised, or those who have forgotten its virtues and become corrupt and decadent. She is the Necessary Evil, and is popular on the outskirts of civilization, especially among those who bear the costs of elite decadence.

Special: Ninanna, Goddess of Civilizing, motherless daughter of the God of Civilization, is so closely associated with Pantokra that she uses the same Lore skill, Lore: Pantokra. Most Ninannan clergy are Warpriests; more scholarly clerics tend to sign with Pantokra instead.
The clergy of Pantokra and Ninanna are the only ones which are organized and their chapels and cathedrals are to be found in every mountain pass and every city citadel. Ninannan clergy are trained in engineering, accounting, and logistics, and the Temple is infamous for its intelligence network. Friends of the Temple find they may be given limited access to ledgers, or even see the temple’s legendary knightly orders mobilize in their support.

2-Action Activity
You present a Mȇs, a Proof of Civilization. Choose one of the following items to manifest in your hand.
- Bowl You create a ceramic bowl that is filled with water, grain, or mundane herbal medicine enough for one person. The water that the bowl holds comes from the fountain of healing, and anyone who drinks from the bowl is healed for an amount equal to 4 times their level. The bowl itself lasts for an hour, but the contents do not refill.
- Census You record a census and punish those not on the roll. Choose a 20 ft. burst centred within 100 ft. Creatures in that area that are Undetected, Hidden, or Concealed become Observed for one round if they fail a will save. If a creature makes the save, they instead take damage equal to half your level as punishment for evading taxes.
- Instrument You create a Maestro’s Instrument appropriate to your level for a day. The instrument can be of any kind, but you still need to know how to play it. It can be handed off to someone who knows how to use it, but Ninanna will not let you trade it.
- Standard You create a large banner 10 feet long attached to the top of a 15 foot pole. It is extremely eye-catching; anyone within a mile with direct line of sight to the banner immediately notices its presence, even if they are facing away from it. If you have a personal symbol, it bears your symbol; otherwise it bears either Ninanna’s symbol or a selection of basic heraldry such as birds or circles. It lasts for one hour.
- Sword You create a masterwork longsword in your hand. You can either make an attack with the sword immediately with a +2 status bonus to attack, or choose to give a +1 status bonus to attacks to an ally (plus one extra ally per three levels) so long as you hold the sword. The sword vanishes after one minute.
